Solving labour shortages in key sectors
November 17, 2022

The Government of Canada has announced the implementation of the new National Occupational Classification (NOC) for the programs managed under the Express Entry system. These measures will allow us to fill labour shortages in high-demand sectors like healthcare, construction, and transportation.

Over the last year, employers across the country have been struggling to find the workers they need to succeed. This is all happening at a time when immigration represents the majority of growth in our labour force. We need to continue to train our domestic workforce, but it is not possible to meet the needs of the economy without embracing immigration as a key part of our strategy for growth.

That is why the Government of Canada is working to welcome newcomers who bring the skills our economy needs and help address the acute labour shortages across the country.

Foreign nationals with work experience in the following 16 occupations are now eligible to apply through Express Entry:

  1. Payroll administrators
  2. Dental assistants and dental laboratory assistants
  3. Nurse aides, orderlies and patient service associates
  4. Pharmacy technical assistants and pharmacy assistants
  5. Elementary and secondary school teacher assistants
  6. Sheriffs and bailiffs
  7. Correctional service officers
  8. By-law enforcement and other regulatory officers
  9. Estheticians, electrologists and related occupations
  10. Residential and commercial installers and servicers
  11. Pest controllers and fumigators
  12. Other repairers and servicers
  13. Transport truck drivers
  14. Bus drivers, subway operators and other transit operators
  15. Heavy equipment operators
  16. Aircraft assemblers and aircraft assembly inspectors

The changes to the NOC system support our commitment to expanding pathways to permanent residency for temporary workers and international students as more jobs will now become eligible for the programs managed under Express Entry.
